What affiliate network are these mailers using? (paying $100 for answers)

Ive been noticing a lot of mailers are sending to a HitPath redirect. Not just from a single mailer but from various big ones, from TLD to GI mailers are roughly using the same structure.

Example below:
(Please note none of the links work when you open them directly, obviously with redirections/cloaking set in place. I’ve also replaced some alphanumeric numbers below)
