Google agency accounts provide more scale?

Runnings ads on Google ads and never really can spend much beyond say $300-$500/day on my farmed accounts. Only way to scale is to stack up accounts.
Wondering – if I’m intentionally throttled as in there is more traffic available, just not getting it because I’m some account from a “private person” (no business account /no agency).
Metrics are strong (high CTR’s, etc), just can’t go crazy with volume.
