How to get your own network, get offers you currently promote through your network?

Suppose you are promoting some offer, it’s going ok but you suspect leads scrubbing either from the network or the advertiser, or both..
I know it is easy to open your own network using hasoffers but how to get that same offer on your network, this part i don’t know.
Any ideas?
